Some people don’t need their phone for much and forcing them to buy larger storage devices than they need is not the right thing to do. Granted, 16gb nowadays is very low, but 32 is enough for a few basic applications.
If you want more space, simply buy more, there are more than enough options. But a minimal requirement of 64gb is realy weird, because you could operate it with a lot less and taking product options from the consumer is rarely the right thing to do.

With SSD prices as they are, bumping 32 to 64 would cost, IDK, one or two dollars.
So I imagine the limit is stupid-low-but-functionnal (sort of) so that you can charge $50 more for 64GB for example.
